From the POTF2 1996 12” line. Really, really nice piece. First Shot. No dates or Kenner Stamps anywhere.

The uniform is also a complete prototype mock up in non production colours. Silky pinks with a yellow piping (so on trend this summer!!)
 
His gilet has a Playskool tag on it!
 
So they must have used some existing material in house for this mock up which was common practice at Kenner / Hasbro factories.
 
Figure is approximately 12" inches tall.
