I believe it was a KFC fast food toy / Taco Bell depending on country market.
 
I'm not exactly sure how they work, but you bash the buttons and they kind of move and you can knock them over and stand them back up. But unless I'm doing something wrong, not much gameplay!
More of a fun piece of pre-production prototype that you can sit on your desk and bash about! :)
